Are spray pumps necessary?

I want to introduce a fragrance for women. We have the fragrance and we're working on the bottle. But here's the problem. Spray pumps are expensive and if I use one, it's going to add at least three or four dollars to my cost and yet the pump I'll be able to get for that price won't be anything special. In fact, it will be the "old style" hi-rise pump rather than the newer, low profile type which can only be found in a crimp style.

How important is a spray pump? Is there any way I can deliver a fragance without a pump?

If I'm not mistaken, the original Chanel product and other products from the 1920's lacked spray pumps. What did people do? Did they rebottle the fragrances or just spash them on. I'd like any help I can get on this.
